Property Tax for Apartments in Bhubaneswar: Rates, Calculation & How to Pay 

Owning a flat in Bhubaneswar comes with annual obligations beyond your home loan EMI and maintenance charges. One of them is property tax — a mandatory annual payment to the Bhubaneswar Municipal Corporation (BMC) for the civic services your property benefits from: roads, drainage, streetlights, and waste management. 

This guide explains exactly how property tax is calculated for apartments, what the current rates are, how to pay online, and what happens if you miss a payment. 

Who Collects Property Tax in Bhubaneswar? 

Property tax in Bhubaneswar is administered by the Bhubaneswar Municipal Corporation (BMC), also known as the Bhubaneswar Smart City Limited authority. BMC collects property tax from all residential and commercial properties within its jurisdictional limits. If your flat is in a peripheral area under a Notified Area Council (NAC) rather than within BMC limits, the relevant NAC collects property tax. Pahala falls under the Pahala NAC, while Jharapada properties fall under BMC Zone 4. 

How Is Property Tax Calculated for Flats in Bhubaneswar? 

BMC uses the Annual Rental Value (ARV) method to calculate property tax. The formula is: Property Tax = Annual Rental Value (ARV) x Tax Rate. 

The ARV is not the actual rent you receive. It is a theoretical annual rental value assigned by BMC based on: location of the property (zone), type of structure, age of the building, use of property (self-occupied, rented, commercial), and carpet area. 

Approximate ARV Rates by Zone (BMC, 2026) 

Zone 1 (Central — IRC Village, Nayapalli): Rs.4.50 – Rs.6.00 per sq ft/month 

Zone 2 (Chandrasekharpur, Patia): Rs.3.50 – Rs.5.00 per sq ft/month 

Zone 3 (Naharkanta, Bomikhal): Rs.3.00 – Rs.4.50 per sq ft/month 

Zone 4 (Jharapada, Rasulgarh): Rs.2.50 – Rs.4.00 per sq ft/month 

Peripheral (Pahala NAC, Patrapada): Rs.1.50 – Rs.3.00 per sq ft/month 

Tax Rate Applied to ARV: Typically 15-30% of the ARV, depending on the property type and use. 

Sample Calculation 

For a self-occupied 1,400 sq ft flat in Zone 3 (Jharapada area): ARV Rate Rs.3.50/sq ft/month. Annual ARV: 1,400 x 3.50 x 12 = Rs.58,800. Property Tax (at 20%): Rs.58,800 x 20% = Rs.11,760 per year. This works out to roughly Rs.980/month — manageable but worth planning for. 

Self-Occupied vs Rented — Does It Matter? 

Yes. BMC applies a deduction of 10-15% on the ARV for self-occupied residential properties, acknowledging that the owner earns no rental income. Rented properties do not get this deduction and may attract a higher effective tax rate. If you are buying a flat to rent out, factor this into your investment calculation. 

Who Pays Property Tax — Owner or Tenant? 

The property owner is legally liable for paying property tax. Even if your flat is rented out, the legal obligation remains with you. You may recover it from tenants through lease agreement clauses, but the liability with BMC rests with the registered owner. 

How to Pay Property Tax in Bhubaneswar Online 

Step 1: Visit the BMC online portal at bmc.gov.in or the Odisha One portal. 

Step 2: Select ‘Property Tax Payment’ from the services menu. 

Step 3: Enter your Property/Assessment ID (found on your previous demand notice or provided at the time of mutation). 

Step 4: Verify the demand amount displayed. 

Step 5: Pay via net banking, UPI, debit/credit card. 

Step 6: Download the payment receipt. This is an important document — keep it for your records as it may be required for property transfer or bank loan purposes. 

When Is Property Tax Due? 

Property tax in Bhubaneswar is levied annually. BMC typically issues demand notices at the start of the financial year (April). Payments made in the first quarter (April-June) often attract a 5% rebate. Payments delayed beyond March 31 attract a 2% monthly penalty on the outstanding amount. Paying in April is always the financially optimal decision. 

Mutation — What It Is and Why It Matters 

When you buy a flat, the property records at BMC must be updated to reflect the new owner’s name. This process is called mutation (or khata transfer). Until mutation is done, BMC’s records still show the previous owner (typically the developer) as the taxpaying entity. 

Mutation is a separate process from registration. After your sale deed is registered at the Sub-Registrar’s Office, you must apply for mutation at the BMC ward office with: copy of registered sale deed, Aadhaar card, recent passport photo, and mutation application form (available at the ward office). Once mutation is approved (typically within 30-60 days), you will receive your own property assessment ID. 

What Happens If You Don’t Pay Property Tax? 

Non-payment of property tax has serious consequences. BMC can: add penalty at 2% per month on the outstanding amount, issue a legal notice for recovery, and attach and auction the property in cases of prolonged non-payment. 

Unpaid property tax also creates complications when you try to sell the flat — buyers will check the property tax status before proceeding, and banks will not disburse loans against properties with tax arrears.
