Apartment Maintenance Charges in Bhubaneswar: What Buyers Usually Pay 

When comparing two flats in Bhubaneswar, most buyers focus entirely on the purchase price and EMI. Very few think about maintenance charges — the monthly fee you pay to the Residents’ Welfare Association (RWA) or the builder’s management team to keep the common areas, amenities, and services running. 

This is a mistake. Maintenance charges are a recurring, indefinite cost. Over 10 years, you could pay anywhere from Rs.3 lakh to Rs.12 lakh in maintenance fees depending on which project you choose. Understanding what you will pay — and what you are getting for it — is essential before booking a flat. 

What Are Apartment Maintenance Charges? 

Maintenance charges (also called society charges or common area maintenance fees) cover the costs of running the common infrastructure of a gated community or apartment complex. This includes: electricity for common areas (lobbies, lifts, corridors, streetlights, security systems), security personnel salaries, housekeeping and cleaning of common areas, lift maintenance and Annual Maintenance Contracts (AMC), swimming pool maintenance, gym equipment servicing, landscaping and garden maintenance, sinking fund contribution (for major future repairs), water charges for common areas, and generator/DG set fuel and maintenance. 

Typical Maintenance Rates in Bhubaneswar (2026) 

Budget Apartments (basic amenities, small complex): Rs.1.50 – Rs.2.50 per sq ft per month. For a 1,000 sq ft flat: Rs.1,500 – Rs.2,500/month. 

Mid-Range Apartments (standard amenities — gym, club, security): Rs.2.50 – Rs.4.00 per sq ft per month. For a 1,200 sq ft flat: Rs.3,000 – Rs.4,800/month. 

Luxury Apartments (full amenities — pool, gym, landscape, concierge): Rs.4.00 – Rs.7.00 per sq ft per month. For a 1,800 sq ft flat: Rs.7,200 – Rs.12,600/month. 

High-End Premium Projects (5-star amenities, full-time concierge): Rs.7.00 – Rs.12.00 per sq ft per month. 

How Are Maintenance Charges Calculated? 

There are two common methods used by housing societies in Bhubaneswar: 

Per Sq Ft Method: The most common. Your monthly maintenance is proportional to your flat’s area. Larger flats pay more. This is considered fair as larger units use proportionally more resources. 

Flat Rate Method: Every flat pays the same amount regardless of size. A 2 BHK and a 4 BHK pay the same monthly fee. Less common, as larger flat owners often dispute this. 

Most RERA-compliant projects in Bhubaneswar use the per sq ft method. The rate is either fixed by the developer for the first 1-2 years or decided by the RWA once it is formed. 

Advance Maintenance Deposit — What Builders Charge at Possession 

Many builders in Bhubaneswar collect an Advance Maintenance Deposit (also called Maintenance Corpus) at possession. This is a one-time, non-refundable amount deposited into the society’s sinking fund to cover large repairs and capital maintenance for the first few years. Typical corpus amounts range from Rs.50,000 to Rs.2,00,000 depending on project size and the number of amenities. 

Always ask the developer at the time of booking: (1) the estimated monthly maintenance rate, (2) whether an advance deposit is charged at possession, and (3) what is included and excluded from the maintenance fee. 

What Is Typically NOT Included in Maintenance Charges 

Your electricity bill: Your flat’s electricity consumption is always billed separately by CESU (Central Electricity Supply Utility of Odisha). Piped gas charges (if applicable), interior repairs inside your flat, parking charges (some societies charge separately for covered parking), and club membership fees (premium clubs may charge a separate annual membership fee over and above maintenance). 

Can Maintenance Charges Be Increased? 

Yes. Once the RWA takes over from the developer, the society’s general body meeting can vote to revise maintenance charges annually. Increases are typically in the range of 5-10% per year, in line with inflation in electricity, labour, and consumables costs. As a flat owner, you have voting rights in these meetings. 

GST on Maintenance Charges 

If your monthly maintenance charge exceeds Rs.7,500 per month per member AND the society’s annual turnover exceeds Rs.20 lakh, GST at 18% is applicable on the maintenance amount. For most standard apartment complexes in Bhubaneswar, monthly charges are below Rs.7,500 and GST is not applicable. 

What to Ask Before Booking a Flat in Bhubaneswar 

Before signing the booking form, get in writing from the developer: (1) Estimated monthly maintenance charges per sq ft at possession, (2) Whether an advance corpus/maintenance deposit is charged and the amount, (3) What amenities are included in the maintenance scope, (4) Who manages the maintenance — the developer or an outsourced agency?, (5) When will the RWA be handed over to residents?
